About Atlantic Immigration Pilot Program
The Atlantic Immigration Pilot Program is an immigration scheme launched by the Canadian Government in 2017 to identify, hire, and retain foreign talent for filling labor shortage in the four Atlantic provinces of Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island. The objective is to boost population growth, ensure economic stability, and develop a skilled workforce by encouraging foreign skilled workers and international graduates studying in Canada to immigrate to Canada.
The AIPP includes the following programs for foreign skilled workers and international student graduates:
- Atlantic High-Skilled Program: This program recruits high-skilled workers with work experience at management, professional, and/or technical level, i.e., NOC skill levels 0, A, or B.
- Atlantic Intermediate-Skilled Program: The program is aimed to select experienced workers inside or outside Canada, at NOC skill level C (job which requires training or high school education).
- Atlantic International Graduate Program: International students with a diploma, degree, or other credential from an Atlantic public educational institution can qualify for this program.
Eligibility Criteria for Atlantic Immigration Pilot Program
The Atlantic Immigration Pilot Program is an employer specific program allowing employers in the four Atlantic provinces in Canada to select and hire foreign nationals based on certain terms and conditions. The employer should be designated and well established in any four Atlantic provinces for the past two years. Also, once a candidate is selected based on the requirements, a job offer must be sent to him or her using a standard employment offer form.
Given below are the requirements to be fulfilled by the candidates in respective programs, in order to be selected for any of the four provinces:
1. Work Experience
- Candidates applying for the Atlantic High-Skilled Program must have at least one year of work experience in a management, professional, or technical job.
- Candidates applying for the Atlantic Intermediate-Skilled Program should have at least one year of work experience at NOC skill level C jobs which require high school education or job-specific training.
- Applicants of the Atlantic International Graduate do not require any prior work experience.
2. Education
- Candidates applying for both Atlantic High-Skilled and Atlantic Intermediate-Skilled Program should either have a Candian high school, post-secondary certificate, diploma, or degree or an equivalent foreign degree with an Educational Credential Assessment report.
- Candidates qualifying for the Atlantic International-Graduate program should have a degree, diploma, or credential from a public funded educational institution in any of the four Atlanta provinces.
- Atlantic International Graduate program applicants must have graduated from the institution within the last 2 years of the PR application.
- Applicants for the Atlantic International Graduate program must have stayed for at least 16 months during the 24 months of education, in the Atlantic province hosting the institution granting the credential.
3. Language Proficiency
Candidates applying for any of the AIPP streams must prove their language skills by scoring a minimum of CLB 4 or NCLC 4 in all the four abilities (writing, reading, listening, and speaking) of any approved language tests like IELTS, CELPIP, TEF Canada, and TCF Canada. Also, the test results must be less than two years from the time of application.

Applicants of the Atlantic High-Skill workers and Atlantic Intermediate skilled workers must get an offer of employment, in a standardized form, from a designated employer in any of the Atlantic provinces. The job offer should be full time and permanent with no end data mentioned. The Atlantic International Graduate program applicants do not require any job offer for applying to the program.
